The City Council voted 3-2 against the purchase of the 17572 and 17622 Armstrong buildings.
Our MDL community would like to thank the residents & businesses in the Irvine Business Complex (IBC), who participated in the efforts to proposed the rushed purchased of the 2 parcels on Armstrong Ave, for the proposed first homeless shelter in Irvine. Thank you for all your signed petitions, speaking to media, helping to canvass, or appearing at the Emergency City Council meeting in person or via Zoom.

Carroll voted “no” for the proposed planned shelter and to cancel the rushed purchase of the 2 Armstrong Properties on November 5, 2024 at the emergency City Council meeting.

On October 21, 2024, the Irvine City Council voted 4-1 to approve the purchase of two buildings in the Irvine Business Complex for the first homeless shelter in Irvine.
KEY CONCERNS:
• Rushed Decision: The purchase is “extreme” and rushed without community feedback or any commission oversight.
• Impact on Residents and Businesses: The effects on local residents, townhouse communities, and businesses are significant and hard to quantify.
• Financial Commitment: A non-refundable deposit of $1 million has been placed for this $20 million project at 17572 and 17622 Armstrong, located between Main St and Redhill.
• Infrastructure Needs: The proposed location lacks public transport access and sidewalks, forcing individuals to walk on the street. Improved access to public transport is essential for those utilizing the shelter.

Zoning Information
The properties at 17622 and 17572 Armstrong are located in the Irvine Business Complex and are currently zoned for office and warehouse use. Here’s what this means for our concerns regarding the proposed homeless shelter:
Key Points:
Permitted Uses: The current zoning allows only specific types of businesses. For a complete list of permitted and conditionally permitted uses, please refer to the Irvine Zoning Code.
Change of Use Implications: If the proposed homeless shelter intends to operate in these buildings, it would require a change in use designation. This means that a Conditional Use Permit (CUP) would be necessary to operate as a shelter.
Approval Process: The CUP process ensures that any new operation meets local development standards. This could involve additional studies and must be approved by the Planning staff or the Planning Commission.
Public Participation: If a CUP is required, we will receive a notification for a Planning Commission hearing. It is crucial for community members to attend these meetings to voice our concerns. Arriving 10 minutes early or participating virtually is advised, as some discussions may happen quickly. Public comments can also be made prior to the meeting.
